The Belarus delegation was lead by Deputy Foreign Minister Valentin Rybakov.  Deputy Industry and Trade Minister Nguyen Cam Tu headed the Vietnamese delegation.

Other representatives from the Belarusian government and education and industry leaders attending the meeting were Belarusian Deputy Industry Minister Alexander Ogorodnikov, Deputy Chairman of the Board of the Belarusian National Union of Consumer Societies Valery Ivanov, Chairman of the Board of the Belarusian Universal Commodity Exchange Arkady Salikov and Prorector of the Belarusian State University Alexei Tolstik.

The delegation also took part in an international trade exposition hosted in Vietnam.
